Former Chairman of the Federal Election Commission
Not Clearly Pro or Con to the question "Do Electronic Voting Machines Improve the Voting Process?"
"I do not have a short position to your question: 'Does the use of electronic voting machines improve the voting process?' That's an interesting question; it suggests some value judgments about 'improve;' maybe I'll write something on it sometime. If I do so, I might ask whether Marshall McLuhan's aphorism 'The medium is the message' has any application - that is, whether voters may respond differently when voting by machine than they did to marking a paper ballot with a stylus, analogous to what some commentators say is a substantive difference in communication between the hand-written letter or note, and email."
