“DRE systems give the voter a summary screen so that they can review that before finally casting their ballot. On a DRE, a voter can change their vote at any time before casting their ballot. As far as preventing an overvote, that obviously is one of the major areas that brought HAVA about. On DREs, it doesn’t allow an overvote.”
